Assam’s government released the 41-year-old Tewary Commission report on the 1983 disturbances, including the Nellie massacre. The report, alongside the unofficial Mehta Commission report, diverged on the causes and perpetrators of the violence. While Tewary blamed the anti-foreigner agitation led by Aasu and AAGSP, Mehta pointed to earlier attacks by migrant Muslims.
