Rajkot police identified Rajesh Sakariya, an autorickshaw driver and ardent dog lover, as the man who assaulted the Delhi chief minister. Sakariya’s mother stated he is mentally unstable and was upset about the Supreme Court’s ruling on stray dogs in Delhi, believing the chief minister would enforce it.
