In June 1991, Manmohan Singh was unexpectedly appointed as India’s Finance Minister by PV Narasimha Rao. Singh’s first budget abolished the licence-permit raj, liberalized industries, and focused on fiscal consolidation, significantly boosting India’s economic outlook.
